Sorry - only just seen this. It's likely to be privacy/cookie settings on the browser on your new device. The site will set a cookie to say you've accepted the privacy stuff so it knows not to ask again. But if your privacy settings in your browser are high, it won't be able to set a cookie so...

I've not seen that before. What device/browser are you using? We should all have the "privacy" tab to the right - that looks to me as if you are running something on that device that's intercepting that in some way.
