Not sure I agree.
Robbie Reinelt must be a legend, and he only played 44 games for the Albion.
Hans Kraay only appeared 23 times.
In my eyes, both are legends. Not greats - far from it. But definitely legends for very different reasons.
I don't think legend and great are on the same continuum.
I'd argue that Hans Kraay is a legend. No long service, no special talent, but legendary status. Johnny Crumplin is another.
Neither are hearts of the club but both are legends. Stories are told.
There are also greats of the club. Outstanding players.

An Albion Great? Yes.
An Albion Legend? No
Don't ask me to define the difference, but being very very good is not the only criterion for legend status.
