Just to clarify why the R rate is useless on a city level at such low case rates. We had 8 cases one week, the next week we had 15 I believe if I remember right which although double is still very small in a 300k population - a jump of 8 cases makes the R rate increase from under 0.5 to 1.6...

R rate when we have so few cases is absolutely useless.
