To be honest, they obviously would never say it, but I think the government are delaying it as long as they possibly can to allow more people to catch it now which would help in reducing a huge second spike further down the line. I might be wrong, but I can't see why else they're not enforcing...
It's the same here, and seemingly has been the case everywhere until governments have been forced to step in and enforce lock down, which shows that perhaps a certain % of the human race is fvcking stupid, and that its not linked to how peaceful a country is historically!
There are a lot of selfish idiots out there who won't do anything until they are forced to. The stories coming from some of those stuck in places like Benidorn are hardly surprising considering the typical British holidaymaker who visits Spanish resorts like Benidorm.
